Minute by the Registrar General.
I have brought the question of the abolition by statute of brothels to the notice of the members of the District Watchman's Committee who are among the leading members of the Chinese Community, and I now forward herewith a representation on the subject drawn up by them.
It will be seen that in this representation it is pointed out that the abolition of registration will result in the keepers of brothels having more control than at present over the inmates; that inmates will not be so well off as under the present system, and will have no opportunity, as they now have, of becoming acquainted with their rights of freedom.
